Anti-Scam Policy

Usage rules that protect users, document recipients and BINA RESIT's official records from fraud and misuse.

1. Purpose of this policy

BINA RESIT helps businesses prepare clear business documents that can be checked against an official record. This policy prohibits using BINA RESIT for scams, impersonation, false payment demands or any activity likely to mislead another person.

2. Lawful and honest use

Use BINA RESIT only for genuine business records you are authorised to create. You are responsible for the accuracy, completeness, authority and legal compliance of all information you enter.

3. Your responsibility as issuer

The issuer must use correct company details, customer details, document number, date, items, prices, taxes, payment terms and payment information. Do not issue a document if you know, or should reasonably know, that it is false or misleading.

4. False or misleading documents

You must not create, upload, send, display or rely on any document that is false, fabricated or materially misleading.

  • Fake quotations, invoices, delivery orders or receipts.
  • False claims that goods were delivered or services were completed.
  • Incorrect company, registration, contact or bank-account details.
  • Made-up order, transaction or payment references.
  • Documents that use another person's business identity without permission.

5. No impersonation

Do not pretend to be another business, employee, customer, supplier, bank, government body or BINA RESIT. Do not use a name, logo, contact detail or registration number in a way that could cause confusion.

6. No false payment demands

Do not use BINA RESIT documents to pressure, deceive or trick someone into making a payment. A payment request must match a genuine commercial arrangement and must clearly identify the intended recipient.

7. Do not alter official documents

Do not edit a registered document, QR code, verification link, Document Integrity Seal, document number or verification status in a way that falsely presents it as an official BINA RESIT record.

Editing a downloaded PDF does not update the official record. A changed document may not match the record shown through QR verification.

8. QR Document Verification and Integrity Seal

QR Document Verification and the Document Integrity Seal help recipients compare a document with the official version recorded by BINA RESIT.

These tools do not guarantee that the issuer, customer, goods, services, payment or delivery are genuine, complete or performed. Recipients should still make their own checks before paying or relying on a document.

9. What a verification result means

A VALID result means the details shown on the verification page match BINA RESIT's official record for that version. It is not an endorsement of the business, transaction or commercial outcome.

A document may show Under Review, Revoked or Suspended where there is a security, accuracy or misuse concern.

10. Check before you pay

Before paying, sharing sensitive information or acting on a document, we recommend:

  • Scan the QR code or open the verification link.
  • Match the document number, issuer, date, amount and status with the official record.
  • Use the four-digit privacy check only from phone numbers displayed on the document.
  • Confirm the company and bank details directly through a trusted channel.
  • Do not rely on a document alone where something appears unusual.

11. Reporting a suspicious document

If a document appears suspicious, use the report option on its verification page and state the reason clearly. Provide supporting information only if you are authorised to share it.

Do not send passwords, OTPs, banking passwords, card details or other unnecessary sensitive information.

12. Review and evidence

BINA RESIT may review relevant document, account, payment, security and report records to assess a credible concern. We may ask for supporting information where appropriate.

We may preserve relevant records and evidence to prevent fraud, protect users, resolve disputes, enforce this policy or comply with law.

13. Under Review status

When a report needs checking, we may place the document or account under review. While a review is ongoing, verification status or platform access may be limited to protect recipients and preserve evidence.

A review is not a finding of wrongdoing by itself. We assess available information fairly and may request clarification.

14. Revoking a document's verification

We may revoke or limit document verification if a document is inaccurate, misleading, altered, linked to suspected fraud, created without authority or otherwise breaches this policy.

Revocation does not erase the historic record. It may remain available to BINA RESIT as evidence or for legal, security and dispute purposes.

15. Account security restrictions

For urgent security or misuse concerns, BINA RESIT may place restrictions on an account, end active sessions, stop editing, downloading, deletion or public verification, or temporarily take custody of the workspace while investigating.

We will use reasonable and proportionate measures based on the nature of the concern.

16. Permanent suspension

BINA RESIT may permanently suspend an account for serious or repeated fraud, impersonation, document tampering, payment abuse, abuse of verification features or other material breaches.

A permanently suspended person must not attempt to bypass the restriction using a different Google account, identity or workspace.

17. Cooperation and legal action

Where appropriate and permitted by law, BINA RESIT may cooperate with relevant authorities, financial institutions, platform providers or affected parties to investigate serious misuse and protect users.

This policy does not replace Malaysian law or prevent any person from reporting suspected wrongdoing to the appropriate authority.

18. Privacy during a review

Reports and reviews are handled with care. We collect and use information only as reasonably needed to assess the concern, protect users, meet legal obligations or preserve evidence.

19. Opportunity to explain

Where appropriate, we may allow an account holder to provide an explanation or evidence before a final enforcement decision. This does not apply where immediate action is reasonably necessary to prevent harm, protect evidence or comply with law.
